PC not performing as it should. Weird rattling noise from CPU fan.

Hello I am new to this website and I have some questions concerning my gaming PC. My specs are:
Asrock 970 Extreme4 Mobo
AMD R7 260x 2gb
AMD FX 4300 w/ stock cooler
8 GB G-Skill ram
I have 3 HDD's, one from my old laptop 200gb, and one that is 500gb and one that is 300gb that I got from a friend
Windows 7 Ultimate 64 bit

My issue is that my system is not performing as it should. My PC struggles to run games like BF3 and GTA 5, even on the lowest settings I have to turn down the resolution just to get a comfortable framerate. I have reinstalled my drivers multiple times to no avail and I checked CPU and GPU temps under load and temps don't really go over 65 degrees Celsius. I know that this card and CPU should be able to handle these games somewhat as I've seen benchmarks with much better results than me.

What I think may be causing these issues is my stock cooling fan. Sometimes it will make a very loud noise as if the fan is rubbing against something. The only way I can get it to stop is by giving my case a light tap. My power supply also seems to run at full speed no matter what I'm doing and I have to manually turn on my GPU's fans with afterburner or else they don't turn on at all. If anyone could give me any tips on what to do it would be greatly appreciated as I really do not want to have to buy a brand new PC.
