Can load websites but downloading files or playing video almost impossible

Starting today I've been having an odd problem with my computer. After rebooting my computer I've been able to browse websites (if a bit more slowly than normal) but playing videos or downloading files is iffy at best. If playing a video from Youtube or Dailymotion the video will load less than 10 seconds of video. Once that has been played the video will show the loading animation and anywhere from 20 seconds to several minutes later the video will load and play another few seconds.

Another certainly related problem is that I cannot download files. I tried to download a network diagnostic tool and only got a hundred or so kilobytes before the download stalled. Same thing happened to a file I tried to download from depositfiles. Oddly, when I tried to download a file from a network test site it downloaded quickly and without problems. I'll post a couple links just in case that helps:

I've tried two different wireless network adapters and connecting by cable and got the same problem with each. A seperate computer on the same network has no such problems using either a wireless adapter or a wired connection, so either the router really hates one computer or there's something going wrong with the one computer. I tried going to do a system restore but for some reason all recovery points are gone.

I also cannot use GMail. It loads the inbox, but I can't open any messages and I get an error about connectivity problems and being unable to load features.

Oh, I tried using that NetAdapter program I linked to above and I have no idea what option would help with my problem, and I'm hesitant to just start poking things randomly.

Any suggestions?

As the problem just started, I would suggest 1) reboot your router. 2) search for "bandwidth test" and see if your ISP is providing you the transfer rates you expect. Here's a suggested link if you like: http://www.speedtest.net/

If your bandwidth is OK, try clearing caches and get rid of recently installed browser extensions. Perhaps test by downloading a new alternative browser (firefox, opera, whatever).

I've tried rebooting the router, modem, and computer several times each to no effect. Cleared my cache too. No new extensions, and other browsers all have the same problem. Tried Opera, Safari, Chrome, and Firefox. Speedtest shows only 14Mbps down and about 5 up, but I don't think that explains why I can download rather quickly from the download test site I posted and not at all from other sites.
