AMD FX 6300 Wattage?

So I have an AMD FX 6300 with a new Tower Cooler installed and I was just wondering if it's normal for HWMonitor to show my Package power consumption as fluctuating between 35-40W while Idle? Shouldn't it be a constant wattage all the time on idle?

Wattage also seems to drop when there is more core utilization.

Kind of a noob so I don't know if I should be worried or not.

Mind sharing you full system's specs inclusive of your OS? List them like so:
CPU(and CPU cooler):

SSD/HDD:
GPU:
Chassis:
OS:

Your processor has what is known as Cool n' Quiet. If the wattage fluctuations is during idle then that is normal. You shouldn't be concerned if the system works as it should.
