CPU cooling solution

I wanna ask for a certain CPU cooler. I have overclocked my cpu(q9400 to 3.2 ghz, not very good because of a stupid mobo. But that's for another thread) and on 80% constant load it reaches 74 degrees Celsius, which is too high(that's with room temperature 30 degrees and above and I'm looking for a kinda "budget" cooler to keep stuff in the safe zone. Is the antec a30 good or something else in this price range? I know that "budget" and "overclocking" don't go great together, but still there should be something good to keep me cool.

By price range, what sort of price are we looking at? Where are you located? The majority of the users visiting this site are from USA so we tend to look at USD. Regardless stating your location and your currency would hep two fold.

On another note, please specify your full system's specs since overclocking is achieved in tandem with the rest of the components in your system and likewise the cooler you choose will be impacted by the make and model of your motherboard.

I'm from Bulgaria, and our currency is leva. So around 25 leva(around 15 dollars), i guess, is the price range

RAM: 4GB running on dual channel (3.5 GB usable)
Graphics: AMD Radeon r7 240
