Well are all the power connectors of the fan connected? And does it eventually start after some time.

yes it should start right away go to bios and load default settings.
you didn't mention your mobo.
if the plugs installed you could change the profile in bios.
maybe you put it on silent mode or something like that on windows or bios profile.
