Does ghz. matter if you are overclocking?

Hey,
It's my first time building a pc. And, I want to know if ghz matters if I am going to be overclocking. I probably won't be overclocking my first build, but I might be overclocking in the future.

also depends on the processor itself, if it´s locked or has an open multiplier.

new generation Intel CPUs can only seriously be overclocked, if the "K" is at the end of its model name.

AMD Ryzen can be overclocked natively

I know that more ghz usually equals better performance, but I was wondering if say I bought a 3.1ghz processor, and overclocked it, you I be able to over lock more or less than a 3.5ghz processor?

That is far too little to go on.
But it depends on a number of things, like the chip itself(golden sample, maybe?), cooling, architecture(I'm assuming all within the same arch), etc. Voltage is one of the more important things. It's one of the main causes of cpu failures(using too much, for example). Carefully balance volts and temps, and run tests to confirm stability of oc.
