I am planning on getting a new CPU within the $100 price range and my motherboard requires an AM3+ socket. My current CPU is the AMD FX-4350 and I've been looking into getting either the FX-8300 or the FX-6300, what benefits do both chips have and what would you recommend?

It will be the 8300 hands down. More cores, cahce, threads, and it should be able to handle gaming with ease. However. you are upgrading to a dead end. It's like upgrading from a bicycle to a motorcycle, but you can still only go to the same step sign as the bicycle. I would recommend you save your money, and invest it in some new hardware, or maybe a new GPU.

I know it won't be a significant upgrade, but two thing's I forgot to mention was I would like to get into some minor video recording and my current CPU doesn't seem to be up to the task also I plan to upgrade my GPU eventually and I'm afraid my CPU will bottleneck.

Well if you are going to upgrade your GPU, you want to go onto another platform regardless. Even if you get the FX-8300, you will still become frustrated. I would save up and look at the ryzen 5 1600/B350/DDR4 8GB combo...especially if you want to get into video recording.

FX series are quite outdated, upgrading your CPU to the FX-8300 won't be a huge upgrade, and FX-8 temperature limit is 61 degrees celsius, if you input I high process on it with the cooler box, you'll be frustrated for sure.
If you really have no best option, go for the 8300, but the best you can do is save and change mobo to ryze or i5 with DDR4
