Fps dropping to 1 every 1-2 minutes

I recently bought an asus laptop with i5-7200 and gtx-950m and am having issues while playing games on it.

For around a month I was able to play all my games with stable fps until my fps started to randomly drop.

Whenever I play a game (like overwatch for example) the fps is around 70, but drops to 1 every 1-2 minutes and stays that way for around 15 seconds before returning to 70 again. These fps drops even happen when im in the main menu.
I resetted my laptop to factory settings and was able to play my games with stable fps again until after another the month the same fps drop started to happen again.
I did another reset to my laptop to factory settings and once again had stable fps until after a month the fps drops started happening again.

Anyone know what might cause this?
After every system reset my laptop plays games with stable fps, but a month after each system reset the same fps drops happen again.

All i know is that is not an overheating problem, because the temperature never reaches 70°.
 
Solution
Next try cleaning up using Ccleaner to clean the registry of any bad or old settings. Use advanced systemcare scan to fix all the rest of windows settings and boost to shutdown services you dont need that take up RAM/cpu. Then use blackvipers safe desktop to shutdown more windows services you dont need to free up RAM/cpu. Pick your OS and shut down a few at a time so if you have any problems you can turn them back on.

Make sure your video card has clean new set of drivers without old configs. Uninstall your video card software in control panel and use DDU to remove old configs then download fresh new drivers for your video card. I posted both Nvidia and AMD's downloads...

I scanned for viruses, but nothing showed up. Also checked task manager, but didn't see anything odd. The cpu is around 4% during idle.

While playing a game, the game takes around 40% of the cpu. When the fps drop happen this 40% drops to 5% in an instant and slowly returns back to 40% again. There were no other changes I noticed in task manager while the fps drop was happening.
