Asus z170-a won't post. Stops at VGA_LED

I am building my first PC on my own and got the last two pieces today. Can't get it to post or display at all. Parts list is below.

When i power it on the leds go from CPU to DRAM and stops at VGA with a solid red light no matter what i try. I've taken out the GPU, Unplugged the OS drive and everything else including multiple configurations of RAM. I've tried both the display ports and the HDMI ports on both MB and GPU. Nothing seems to work.

I looked into the bios both online and in the manual and i can't find anything on how to flash a 170-a and there doesn't appear to even be a port dedicated to that like on other mbs.

MotherBoard: ASUS 170-a
CPU: Intel i5-7400
GPU: EVGA SSC 1050
RAM: Ballistix DDR4 16gbs (two sticks)
Power Supply: EVGA 650GQ

on page 1-34 the manual indicates the led indicates a failure related to VGA, I know you removed the gpu , but in this case it relates to the on board chipset
I would suggest resetting the bios for one test (disconnect power , remove battery form motherboard for 2 minutes, restore battey and plug power back on, and try to boot. and see.

Regarding flashing the system , if it doesn't post to bios, likely not capable to flash the board, meaning, probably need to change it. but the details are located on page 2-62 of your user manual (except below as well)

I went ahead and pulled the battery this morning and attempted another post with and without the GPU removing the battery in between each attempt. This time it got to the DRAM led and everything seems to power down for a moment and then it went through the motions again to get stuck on the VGA led again with each attempt. I really don't want to have to go buy another motherboard if i can help it but what i'm gathering is that i seem to just be screwed....

Spent some time on the phone with ASUS this morning and they seem to think that my CPU is too new and suggested using an older model to update the bios then switch to my new cpu.... seems odd to me given that the VGA_led light is what it gets hung up on but i'll give it a shot. Going to borrow the older i5 from my work desktop on monday and give it a shot. if not i'll go for an RMA through asus.
