Intel i7 6700k overheating with Nepton240m...

Hello everyone...I thing i have temp problems with m CPU...( i think im not pc expert)..!! My system is : Asus z170 pro motherboard.
intel i7 6700k
Gigabyte gtx 970 oc
Gx750w
ssd 850 evo
ram ddr4 3000 crosair!!
Recently upgrade m air cooler 212 evo with nepton 240m..!!above motherboard is the 2 fans (inside the case) and the radiator is above the case!!i change the paste with arctic mx4 and the fan speed from bios at foul speed 2436rpm max! I run prime95 26.6 and the temp is 70c with 77c!!! (1)Can i oc my cpu up to 4.5? (2)what the best temp for 6700k with water colling system?(3) what the safe temp with OC CPU and without oc..!Room temp because is summer here is 20c-30c!! Thnks!

It's high for the type of cooler you have.

First, what's your Core Voltage reading in Cpu-Z / Bios? if you running stock clock, you shouldn't have anything above 1.25v, typically the default vcore is around 1.30v so you can set it lower especially at default clocks. Most 6700k can run @ 4.5 Ghz with 1.25v, that's what i m running it at and only a Megahalem + slow fans, it doesn't go above 55° in Prime95. 0.05v can make a significant difference.

Also make sure your cooler installation is correct first, no need to torque it to the max, just firmly secured without adding strain on the motherboard and socket. Then if everything is fine try IntelBurn, it's heavier but the real test if it passes at least the default 10 packs.
The temps you listed for Prime95 are quite typical, and, normal only under a processor torture test; they are not indicative of typical temps that would occur under a normal processor operating environment, however....

you can look up overclocking particular mainboards on youtube; www.hardocp.com also has numerous mainboard reviews over the past several years, and may have reviews of your exact/specific mainboard or a close relative....

so my temps is ok with out OC and water cooling?because i saw at the forum you send my with the same Cpu and oc up to 4.6 the temp is between 79 and 82 and i with out i have between 72c and 75c
