i would suggest making sure usb drivers are up-to-date (check MOBO's website) and all USB connections are firm.
try different ports on the PC also, and don't use USB3 ports if you can for peripherals, as its "broken" sometimes.
verify the mouse+keyboard work in a different pc as well.
If all that does not work, i suggest you RMA the board for a new one, if you can.
