If you are going to stick with AMD:
I would get the RX 580 and you will see a significant performance increase or go for the RX 480 which is a non-tweaked version of the RX 580. If you are going to upgrade the CPU, I would recommend the Ryzen 1600X which is about 61% better than your current CPU and gives better performance than the Ryzen 1600 (The X makes a big difference). Your GPU will be held back by your CPU even though I would still recommend upgrading the GPU over the CPU first for gaming.

If you are thinking of getting an NVidia card:
I am going to assume you won't be using SLI or Crossfire. Personally I would keep my whole rig either AMD or (Intel + Nvidia). Nevertheless it will work just fine if you're getting a single card...

The GTX 1060 (6 gb) is way cheaper than the RX 580 with almost the same performance at the moment. The GTX 1060 will be the smart choice currently.

Final Verdict: Get the GTX 1060.

PS: All high end graphics cards are currently overpriced though the 1060 haven't been affected much. http://www.tomshardware.com/forum/id-3449306/explanation-current-increase-gpu-prices-read.html

Also AMD are going to release the Vega architect which will cause the price on the RX 580 to drop. So if you really want the RX 580, consider waiting a few more months.
