pc running games low fps even though I blow away the requirements.

Pc has

i7 4790
16gbs ram
GTX 750 2gb

I can't run games even when optimized by nvidia. I think these started afteri played around with my graphics card.
card does not seem broken or damaged, I was extremely gentle. Could the motherboard also be damaged, i don't know.
considering doing a reinstall of windows.

Thanks for your help, this problem has been going on for 6 months!

Did you mess around with the overclocking settings of the GPU? If yes, your card might be overheating and it's performance is being throttled back. Download HW-monitor and check temperatures of your GPU and CPU. Also, go to device manager and uninstall the driver for the GPU. Re-install the driver and restart your computer.
IMO nothing is broken or else you would have known. The above mentioned steps should fix any software related issues.

Play many games like for example smite at 1080, low and high detail setting don't make a difference

removed it from MOBO and put it back in. also Dark souls 2 for example, i meet the recommended requirements exactly and i cant run it even at lowest settings. also first 2 mins of gameplay I run at 60 fps then it drops to like 8-18 fps. this is with all games except browser games i think.

fans are at max, around 1750 rpm, temperature 96 C

not that i know of, but everything in there is hell a dusty.
