I have an i5 6400 and an r9 290. I've seen that they are equally bottlenecking if i upgrade to a GTX 1070 or an i7 6700K. Which of these should I upgrade first?
Looks like a solid upgrade. I would recommend you go for the graphics card first. You might be happy with the performance and change your mind on upgrading the CPU until the near future. Why are you buying the 6700k and not the 7700k??
its a 1080 monitor, i have 2 four gb sticks of 2133 MHz ram and if I was to get the 1070 I would buy it from Nvidia which as far I know has not changed in price.

if its not a high refresh rate monitor (124hz - 165hz or more) there is no reason to go with a GTX1070 over a GTX1060 6Gb, anyway the gpu upgrade will net you a more noticeable performance gain over the cpu upgrade.
