what are details of your PC? what model HP is it?
Its possible you need to check LAN drivers though difficult to do without internet, might need to use friends laptop to compare what is on HP site to what you have.
The Acer has
Qualcomm Atheros and my
HP au116tx has Intel Dual Band AC(I forgot to mention in description...) I compared the IPs and DNS and all are same..
BUT the problem is
not limited to HP since many steam users in the hostel (including our senior batches in previous years)have said that it does not work with the network and it connects with any other internet source(that I forgot to write too).I myself have checked on 3 friend's systems HP,ASUS,MSI(they are regular players over 4G hotspot)..
So we asked the network administrator about it and he said except
torrents,nothing is blocked...
The thing that is overwhelming us is
how steam on the Acer one is flying on the wifi...
I also tried Hide IP softwares and VPN and that helped only in continuing download in steam from 10%( I had logged in earlier with mobile data and launched the download) so it just continued the download 3x faster.. but then CS:GO shows no steam login..
P.S.On the wifi (without VPN)-
Login in browser is possible and If I login to steam client with 4G and then connect the WiFi the store pages load fine but download does not start and games don't connect...
Kind of weird behaviour...
Need help because we will be here for 3 years and I can't bear to see my roommate (Acer owner) to play with such good connection and I will struggle with loss/choke over shitty 4G smartphone..
