HDD usage at 100% on startup and when gaming

so I have Seagate Barracuda 3TB Hard drive and ever since I got it it is very slow. Booting time usually takes awhile and when it goes to the desktop it is always at 100% for a little while and then goes back down. When gaming during save and load times it would drop fps and freeze for a little while until the game continues this then re occurs every 10 minute or so. I ran seatools (or whatever it's called) to check for any problems but it passes all the tests, I however did not defrag the drive but I don't think defragging will help because it is a fairly new drive. Another odd thing is that the drive is not utilizing all of 3TB's and is only using 1TB, In device management it states that there is 762GB free so i'm not sure if that is also the problem. This has been a very frustrating issue and if anyone could give me a hand that would be appreciated. Thanks

that unallocated space is why you only see about 2 of your 3tb you need to merge it back with the main partition.

As for the high disk usage do the following:
Win+R
services.msc
disable superfetch, windows index, and windows search. go into settings in windows 10 and disable cortana if you haven't done that already.

RPM is 7200 and the cache size is 64 mb
