2nd GPU Not detected by Mining Rig

Build:
Motherboard: Gigabyte GA-990FX Gaming
CPU: AMD FX 4-Core FX-4300
RAM: Kingston HyperX Fury 4GB 1600MHx Blue
SATA: ADATA Premier SP600 32GB
GPU: 2x XFX AMD Radeon R9 290X
PSU:Corsair RMx Series, RM1000x, 1000W,
OS: windows 10

Problem: When I add my second GPU, it goes completely undetected by Windows, when I try using that GPU as the lone GPU, system won't even boot up.

I know the card is getting power because it is lighting up and the fans are spinning.

I have also ruled out the PCI-E lanes as the first GPU works on every lane.

I don't think drivers could be the issue as the same model card is working just fine

Any ideas on what my issue may be?
 
Where did you get the card? If it was used it may have a custom BIOS, which I know with the newer RX series they won't get detected with newer drivers if they've been flashed to a custom BIOS unless you use the pixel clock patcher to patch the driver.

I bought it used, so that could be a possibility. How can I apply a patch to a driver that isn't even being recognized by the OS?

thank you for your suggestion, i followed your directions and still no luck. Anything else you can think of? Because the card is lighting up and spinning i just can't see it being fried or anything, but i don't understand how the system isn't picking it up

Awesome. Now it would be nice if you could find an original BIOS for that particular card so you won't have to do that. Also in case you decide to get rid of it the next person won't have to go through the same thing. Plus you'll have to run the patcher anytime you update the driver.
