Can't Access Bios

Hello,
I have recently just attempted to build new computer.
Unfortunately no boot, and I don't know why. I have been using motherboard display outputs (DVI, HDMI, and VGA), could it be that on board display doesn't output unless I have a GPU?. I have tried replugging everything, and switching ram slots. I have also tried clearing CMOS using jumper and removing battery. All fans look to be working, however keyboard and mouse only light up after first time clearing CMOS, after that when restarting it no longer lights up.
 
Solution
Ryzen CPUs do not have integrated graphics and require a dedicated GPU. Even with a GPU installed the motherboard outputs will still not function, you need to use the outputs on the GPU.

The motherboards include the display outputs so they will be compatible with future APUs that AMD will be releasing.
