Help Needed. Crap Silicone or Not Doing it Right. 6700K

Hey all, about a year ago I spent about $2100 on my pc. Got a 6700K on a GIGABYTE GA-Z170x-UD3 mobo. Haven't really tried to OC until now because my backing for getting the K version was it was already clocked to 4.0 and I got it so I can utilize more power when the CPU was starting to get old and show it. Well, as of late, I've been getting quite a few games that are still in alpha like ARK Survival Evolved and PUBG and these games are not optimized yet. I want to push every single FPS out of my pc so starting off I want to OC the CPU then OC the GPU once I'm done with the CPU. I just tried to OC the CPU with failed results. I went ahead and set the BIOS to set Vcore to the recommended max of 1.350V and the clock to 45 for the CPU to run at 4.5GHz. Did that and ran Prime95 on its mixed run. Lasted about 30 seconds before the pc crashed. I am wondering since I can't even reach 4.5GHz at 1.350V am I doing something wrong or did I get an OC dud CPU?

16Gb DDR4 2400 Ram
GIGABYTE GA-Z170X-UD3 mobo
EVGA 750 Watt PSU
Noctua NH-D15s CPU cooler with 2 Noctua fans on it instead of 1
 
Solution
Overclocking is not something that you just pick a number, set your BIOS and go! You have to bump the speed up in increments, testing as you go to get the maximum overclock.

I was just trying to see if my CPU would run at 4.5GHz at 1.350V and it failed that off rip. I thought the Sky Lake i7 6700K was good at OCing to at least 4.7 maybe even 4.8GHz. I payed a premium hoping for user control in the future and it can't hold a clock of 4.5GHz at 1.350V. I would go past 1.350V but a lot of people have strongly recommended that people shouldn't go past that voltage. I know my CPU cooler can handle the heat but from doing some reading am weary of doing it.
 

Each bit of silicon will have its own limits. Overclocking to a specific value or frequency is NEVER guaranteed!
