what makes the i5 7600k boost? can i perma boost it always without overclocking?

So i have a B250m motherboard made by asus, and i know that i cant overclock any CPUs on it. im planning on getting an i5-7600k CPU and i want it to stay at its full boost clock of 4.2Ghz at all times. im aware it doesnt come with a cooler but i already have one thats probs overkill for it anyways. is there a way to do this? could i do it through a program like MSi afterburner?

In the BIOS there should be an option called 'Multicore Enhancement' or something like that, turn that on and it will run all cores at the maximum turbo boost speed constantly, at the expense of a higher voltage, and somewhat higher temps. I'm not sure if that option is available on the B250 boards though, it exists on Z series boards for sure.
