1st Build, Need Help Troubleshooting

My build is stuck in an on off loop and have tried several methods from other forums on this site.

I have already...
1. Made sure I had cpu and mb power connectors in
2. Installed all standoffs
3. Made sure gpu was fully seated
4. Made sure the power connectors were in correctly for all fans and add-ons
5. Boot with one stick of ram and switched them
6. Made sure they were fully seated in correct slots
7. Made sure cpu was inserted the correct way
8. Looked to see if there were any bent pins on motherboard/cpu
9. Didn't get any thermal paste on any components
10. Made sure cpu fan was fully plugged in
11. No loose screws
12. Took every precaution to avoid static, wristband + tile + stone counter
13. Reset the CMOS
14. Breadboarded it and still looped
15. Checked mobo site to see if current BIOS was compatible

Only thing I could think it could think of left that it could be is DOA CPU, MOBO, or PCU...

Any ideas that I could be blanking on?? Much appreciated!! :)
 
Solution
first check power on the system with another cpu (go to a local technical store give your mobo to test it with another cpu if dont have friend with compatible cpu) second check your i7 on different motherboard connect a cmos speaker on your motherboard and disconnect anything(not the power) and test int on turning that is nice after plug the cpu and cooler make you sure if connected (leave the mobo without ram and graphic card) if turning on and doig beep beep the speaker that is very positive now turn it off and connect and the ram if turning on and pc doing a short beep the good news your motherboard-ram-cpu works fine and then connect the graphic card if pc if pc doing the same that is very positive your pc is ok dont doing anything...
