PC wont boot after restart! help!

windows 10. i try restarting and when do my monitor says no signal my pc fan led are still on and i can still feel pc vibrating. but it wont restart. the screen just stays blank. i need to figure this out because i want to overclock but i cant overclock if the pc cant save and restart pc.
 
Start at the beginning, need full system specs, has this always happened, if not what changed to cause it to happen. You are talking about trying to overclock, are you actually overclocking and the system is not booting after that? That shows your overclock is not stable in the system, either too pushed too far or your components can't take the overclock.

Ok so my problem is i would restart my pc it starts showing the restart animation and it turns into a black to continue the restart. After 2 seconds of a black screen ,my monitor stops recieiving signal from my pc and the pc is still on and im waiting for 3 mins to the point where i just hold down the shutdown button on the case. Due to poor timing i was trying to fix th restart problem using youtube and i was restarting the pc after thinking i might of fixed it but earlier in the day i was notified there was an update for windows 10 to install and the restart wasnt fixed so i had to force shutdown WHILE UPDATING.After turning it on it was tremendously slow. Turned it off and turned it back on and thank ood windows 10 detected a problem but said it needed to restart to continue the process and of course my pc cant resart. Would appreciate some help on how to fix the restart problem or what part i would need to replace even
 


You were saying something about overclocking, did you and then the issue started? Not really sure what you are explaining here, you turn on the computer and what happens? No display? Or is the issue only when you try to get into Windows then it never loads? You keep saying "restarting" are you saying from a cold boot with the power off you have no display or it just does not reboot normally? Can you get into the BIOS at all?

Try resetting the BIOS to defaults using the motherboard jumper, if you have an add-on video card remove it and use the onboard video.

i have since bought a new drive the issue is still not fixed. although before i had replaced my cpu and thats where i think i started noticing it. i do remeber that i got a little bit of cotton stuck in the motherboard cpu socket. there was nothing i could do to get it out. do you think that could be a possibility of the problem? should i buy a new motherboard? no i had never overclocked it. i couldnt. so heres how i could explain it. i get into my pc. some program that i installed needs a restart to finish its updates. i click the restart option. windows blue restart loading screen is happening and when that process is done the screen turns black and i expect it to turn back on but instead my monitor fails to proceed to gain signal and my pc is still running but the hdd light has no activity.

 


OK, so we have some new details here, you changed the CPU and then when the issue started. Yes, something stuck in the socket can cause issues with the computer. Did the computer work fine before you changed the CPU? If it did, then it could be an issue with the motherboard. Can you try it on the old CPU? If it does not work then, then it could be the socket at fault.

sadly i cant test the old cpu i had because i got excited for getting a new better cpu i immediately threw the old one away.
