GPU Load is Inconsistent When Gaming or Benchmarking

Today when I turned on my computer and ran Arma 3, I noticed that the frames per second were wildly low (not that they were high in the first place). Normally I get 60fps in spawn, but today, I got 20 fps in spawn. I thought it was a bit strange, so I decided to benchmark it using the Unigine Heaven Benchmark 4.0. I got about 30 fps and when I ran the benchmark, my score was 1000. Normally it is at about 2000. I ran GPU-Z and re-ran the benchmark and I saw that the GPU load was jumping from 0% to 100% every second. My GPU clock speed was at 1290mhz (this is the stock for my card). My GPU power usage was also jumping around, but the voltage of the card stayed the same. I am starting to think that some how I managed to break my graphics card by undervolting. A day before, I had tried to undervolt my card and eventually gave up and reset the wattman settings. Please help me. Thank you.

CPU: Ryzen 5 1400 (3.60 ghz)
Memory: 8gb 2100mhz Patriot Signature
Motherboard: MSI b350m Gaming Pro
Case: Corsair Carbide 88r
Storage: 128gb M.2 SATA SSD, 1tb 7200 RPM Western Digital Black
PSU: EVGA 430Watt Power Supply

It isn't just in Arma 3, it is in everything form TF2 to benchmarking software. I already did a factory reset on the AMD Radeon Settings. I also do not have MSI Afterburner.

I undervolted by using Wattman. I can't try it in another system because the other computers don't have good PSUs and I can't test it in a friend's computer because I have no friends.

I reinstalled Windows and it still happens.
