the GT 1030 should be sufficient (the newest gen recommendation, some other old gen might be strong enough, but i rather suggest a new gen instead), CSGO isn't very demanding

Yes, more RAM would be good....as long as you are using a 64 bit OS. I agree that a GT 1030 would be a good GPU, but a 450W PSU is overkill. The 1030 is a 30w GPU and the system is running currently on 155w, a good 200w would do it, but maybe 300w just to be extra safe.

4 gb of RAM is good enough for CSGO, PSU will give some room for future improvement, while also most good quality PSU came at the minimum of 400w/450w nowdays.
GT 1030 is the cheapest new gen GPU u can get so yes, if you're lookin for the most buget, this is the one
