How does interactable wallpapers on android work? and is it possible on pc's?

I was reading through internet but didn't found how those wallpapers you can interact with works and i also wanna know if is possible to make wallpaper on pc that for example: When cpu temp raise the wallpaper will change color or something that display curent status of something.

Android live wallpapers work because they supported by the OS since version 2.1 of Android - https://www.xda-developers.com/create-live-wallpaper-guide/

I couldn't find a wallpaper that did anything like what you wanted on PC, as a lot of the interactivity in Android comes from having a touch screen. I am sure you can get apps that monitor status and can design a desktop that shows the scores, I can guess there are themes that may have such support built in.
