Are passive cooled GPUs a good idea in a case with no case fans?

I'm building a PC for a friend and he gave me a really tight budget
The case has only one fan, that is, the CPU fan. Is it a good idea to go with passive cooled cards? can it result in any performance loss?

My card is a zotac zone edition GT 710 2GB(I know,it's bad, but no more money)
My other option would be a fan cooled Gigabyte version but it's slightly more expensive and has a PCI-E 8x interface instead of a 16x

Which will be better in terms of overall performance if the PC can be potentially used for upto 3-5 hours per day?
He'll be outputting to low resolutions in games like CSGO and some newer titles

Generally passively cooled cards are more expensive then their fan cooled brothers. In this case however that's not true because the 710 is such a low end card it honestly doesn't need a fan. To be honest if you are looking at getting this card I wouldn't. Just use the onboard video found in modern CPUs. They are probably faster than that old card anyways.

I realise I should've specified this sooner, but anyway, here's the rest of the PC
Intel core 2 duo E8400
Zebronics G31/G33 Mobi LGA 775
2 GB DDR2 800 MHz RAM
I realise it's a shitty PC, but the iGPU will be easy worse than the discrete one
I just need to know the performance differences between the two in my particular situation, that is, a case with no fans
