Watercooled 4790k CPU temps way too high

watercooled my 4790k (no overclock and turbo enabled) yesterday on a ek evo plexi block and last night it was idling at around 40-46 degrees and 30-36 this morning, and playing dead rising 3 today it's going up to 83 degrees which seems way too high for a custom loop on a game which is not very cpu intensive as far as I'm aware.
My 390x gpu which used to idle at 60 (stock cooler no fans running) now sits at 40 and is 58 degrees at load so something isn't right with my cpu block.
I can't see any air bubbles in the block itself or the tubes around it.
Used thermal grizzly paste which came with the block and I feel like I used the correct amount according the ek's manual
Got a 280 and a 360 gts black ice radiators and the flow is correct way and using the proper outlet/inlet ports
Loop is all petg hard-line tubing
Pump-gpu-360rad-cpu-280rad and back to pump is my loop layout
Previously used a 212 evo with bequiet shadow wing 2 fan and used to hit a max on 75 degrees.
Using phanteks evolv atx TG case.

Any ideas what could be causing these temperatures?

Try to check the voltages, see if you are using higher values than needed! My bios once went to auto Vcore voltage for no reason and that caused my CPU to be way hotter than it used to be.

I literally put it together yesterday and made sure everything was clean before installation so I don't think this is the issue but thanks for the reply!

Would that be an issue with thermal compound or cpu block screws?
I think I hand tightened it as far as it would go
and no its not delidded as I'm too scared to do so hah

Have you tried running it with the front panel removed? I've bookmarked this page because I have, in the past, seen a few issues.

I have the vivo titan.

See the mesh screen?

I don't think your case can breath so well. That's just not an ideal case for water cooling imo.

I don't really know what I'm looking at when it comes to CPUs but max voltages according to HWmonitor for today are as follows
VID 1.216V
IA offset +0.000v
GT offset +0.000v
LLC/Ring Offset +0.000v
system agent offset +0.036v

Does this seem normal?

But surely my GPU would also be a really high temp rather than max 58 degrees? which is 2 degrees less than what it would idle at with stock cooler attached.

Perfect. It doesn't look overclocked at all. 1.21 or a little more or less is ok. 1.35 or more is not so okay. If you can find the CPU voltage in your BIOS it might tell us a bit more.

VCCIM Voltage 1.776v Auto
CPU core Voltage 1.080V Auto
CPU ring voltage 1.144V Auo
CPU sa voltage 0.856v Auto
CPU io digital voltage 1.008V auto
cant quite read the last one because of my poor quality picture i took but as far as i can see it says
DRVM (or something?) voltage 1.488v auto

Usually you can, with a USB drive installed, take a screenshot of your current BIOS screen with F12. I'm don't know voltages that intimately so the VCCIM and DRVM are things idk about but the rest are completely normal.

Okay thank you for your time and replies! At least I know this shouldn't be the issue.
Going to drain and reseat again it later on maybe with some different thermal paste and see if it makes any difference

Reseated 3 times and cleaned out CPU block as well now and still getting ridiculously high temps on cpu and random temperature spikes when idling/low load with or without fans and pump being on 100% and gpu is always low and/or steady temps when gaming so I know its not a loop or pump issue.

not sure what else i can try to be honest, emailing ek support currently but still not found a solution yet.

might try and manually spread the thermal compound on all over the cpu prior to installing the block to make sure its all in contact.

I have tightened down the screws as far as they would go by hand each time I've reseated it, what else could I do to improve this?

There were two shorter screws but I believe they were for a different motherboard type.

After installing the four M4 thumb screw posts onto the motherboard do they move at all? If there is any play or looseness then there will be insufficient clamping pressure. This is a design flaw in the mounting hardware because they assumed that all motherboards are the same thickness. Increasing the thickness of the rubber gasket between the underside of the motherboard and metal backplate should remove the looseness of the M4 thumb screw posts. Use nylon spacers/washers at each corner of the rubber gasket to increase the thickness.
