most bluetoth speakers have a line in, in the form of a 3.5 mm jack

the tv if has a headphone jack can be used with the help of this cable

https://www.amazon.com/AmazonBasics-3-5mm-Stereo-Audio-Cable/dp/B00NO73MUQ

that is how i connect my logitech z523 to my tv, it works perfectly with this sony tv, on other tvs like samsung tvs, it works very different, each brand handles different the speakers and the headphone connector, ymmv

from what i understand, your tv doesn't have bluetooth and what you want to connect is that bluetooth speaker to the tv

the phone doesn't help here

add a phone, well, how that would help

what exactly want to move, sound form the tv to the speaker or move sound form the smartphone to the tv?

what exact tv, speaker and soundbar do you have, please be clear on what you wan to connect to to what

i tried to find that model to see what ports it has, but couldn't found it on english or spanish so no idea what ports it has

if you can see both the tv and the speaker in the back, see if they have spdif

if they have, use a optical spdif cable, to move sound out of the tv to the speaker

to connect the smartphone via bluetooth, no idea if the samsung speaker has bluetooth capabilities

if it doesn't have, there is a bluetooth receiver sold by logitech

http://www.logitech.com/en-us/product/bluetooth-audio-adapter

it converts bluetooth signals send by your smartphone to a 3.5mm jack or rca stereo connectors, there you depend on the input of the speaker itself, if it doesn't have a rca or stereo 3.5mm, well, no idea what other way could be used, perhaps a rca to spdif converter

i am mentioning lots of converters here because i can't find a specs pag of that samsung model

usually all those devices have a 3.5mm and a spdif input, not always a hdmi audio input

if you manage to find and set both conections, audio from the tv and from the smartphone, it will need yo to set the right input, it will not worht with both inputs and once, so you need to use the remote control of the speaker to select the audio input, the audio source each time you want to hear or the tv or the smartphone
