Video memory can't run at stock speeds

I bought an RX480 8GB PowerColor Red Dragon new in April but it was crashing constantly to a gray screen and stops responding, later i went to RMA it but the store i bought it from tested it and for them it was fine, but when i got home and installed it and played or did anything remotely demanding it crashes in the same manor, but it can run fine if i set the VRAM to 1750MHz but at 2000 it won't run anything. this seems to be happening only on my PC.
This is very weird to me that it can't do stock VRAM speeds only on my system
What should i do? Sell it? Since it seems to run fine on everything that is not my PC

Specs:
RX480 8GB PowerColor Red Dragon
Asus H81M-R (Good luck finding anything about this online)
i3 4170 (Planning to upgrade this to an i5 4460 or go to AM4)
LCPower 600W PSU (I have confirmed that this is not an issue)
Case, RAM and storage do not matter here

What do you think i should do with it?

Yeah...I found it odd you went back to the store you bought it from. Of course they didn't find anything wrong with it.. They are only obligated to replace it if you return it back to them within the 15-Day Return Period. After that, you MUST go back to the manufacturer of the device... NOT the store.
