Strange Frame skipping and FPS drops in some Games.

Hi, recently I am getting some kind of issue with my system. What happens is while playing games I would get random FPS drops straight from 220-250 to 40-60 in CSGO and 100 to 27 locked in GTA V, even if there is not much to render in the scene. Also these fps drops feel very sticky and game at times either feels unresponsive or over-responsive at times. But this is not the case for every game I play. For example, Tekken stays smooth. There are Fps drops at times for Tekken but it doesn't feel sticky frame skipping type FPS drop. I also once took my pc to a pc mechanic, this PC just didn't drop a single frame that day.
I need help this is really annoying me.

Oh I forgot to mention my specs
Asus M5A97 R2 LE
AMD FX 8350
Nvidia GTX 660 Synergy Edition (Zotac)
Kingston Fury 8GB x2
500GB WD
2TB Seagate Baracuda

Thanks for your reply. The temperature of my CPU is at 47C now days when Idle and 58-60C at max load. Strangely whenever the lag happens my CPU's temp drops to 30C.

I have no Idea why CPUID HWMonitor shows one more Temp for CPU under my motherboard Which is at 62C when Idle and 67C on load.
There is also a Mainboard temp under motherboard which says 41C when Idle and 42C on load.

My GPU Stays at 42C on Idle and goes to 63C when on load.

Nope, I am not overclocking.
My PSU is CM B500 V2

I haven't checked the clock speed. I will let you know once I am back at my home this weekend.
And for the heatsink I am using CM's hyper 212 evo. That. I don't think it is steam overlay as Tekken 7 is also running with steam.
Can I know a bit about what throttling is, why it occurs and how do I solve this?
Also, can the motherboard be the culprit?

An idle CPU temp of 47c is quite high (unless the room is quite warm). Are you overclocking the CPU? I ask, because a properly mounted 212 EVO should be keeping the CPU cooler than that at idle.

Throttling is a protection mechanism built into modern CPUs, GPUs, chipsets that automatically lowers operating speeds of components to prevent damage from excessive heat (keeping it simple).

The motherboard could certainly contribute to the problem, especially if overclocking, or you have poor airflow.

Actually my room doesn't have an AC, so during summers it becomes hot. The temp of my city is around 39C at the moment. But it is the first summer this has happened. And I am not overclocking my cpu.

Hi, Yes, Clock speed also goes down when lag happens.
What do you Suggest what should I do.

If a new Mobo is necessary, can you suggest me a good but not high priced one.

Hi, Unfortunately my Stock cooler had some issues that is the reason I changed my cooler to 212.
