CPU fan turns off and on repeatedly. Pc won't boot.

I have a GA-H110M-S2H-GSM motherboard and I just replaced my EVGA 430w psu for a EVGA 750w GQ psu and when I turn on the pc the cpu fans turn on then off every 5 seconds, but psu fan is spinning constantly. The pc is not booting and there is nothing on the monitors screen

Yeah, I had to reinstall the whole pc to make sure everything was in place and surely it booted perfectly
