Dell CPU Locked?

Does anyone know if there is a possibility a CPU that I had in a Dell build is only able to work in Dell motherboards ? It a 6700k I had in an XPS build an I have tried it in 3 different boards and it will not post. It will only post in the factory Dell board I received with the original build. Any thoughts ?

I have two CPU's taken from DELL Optiplex 7010s (Intel i5 3470) ex company machines.

I've tried them in two different motherboards, with different RAM size and types, PSUs and in either case the motherboards refuse to POST - or I see the BIOS...

I've tried it in an ASUS Z170 board, Mini it , An MSI Intel Skylake H110 LGA 1151 Mini ITX, and an MSI B150 Bazooka.

I tried it back in the factory Dell board and it works with no issue. If I use this service CPU with any other build and the same other components, it does not post. All of the components that I have used are working in other builds. This is the first time out of about 7-8 pc builds that I can't figure out the issue.

The only common thing between all of my tests are the CPUs - and even though I've never heard of a manufacturer having a 'locked' CPU its the only thing that is common to all tests.
