GPU short? Sabertooth x79 stopped posting

My computer will not post after a forced shutdown. Cpu and ram checks passed, and then it gets stuck on gpu (vga_led solid red). All fans run and the light stays solid until I short the two power pins again to power off.

This build is a 3930k, Asus sabertooth x79, g.skill z-series 1600mhz ram (4x8GB), gigabyte g1 970, rosewill proton 650w (80+ gold), and a noctua nh-d15. All parts are clean, dust free, and have been working for the past week.

This is actually the second time I've had trouble with this board. I retired this motherboard and cpu about 6 months ago because I was having the same problem. But when I rebuilt with the new parts this week, it booted fine. It's been working fine all week while I've been setting it up as a hackintosh, with plenty of reboots, power offs, and a few forced power downs.

What I have tried:

Ive pulled everything from the case and am currently breadboarding with the mobo on the anti static sleeve on top of its box. I have the bare minimum connected, just CPU, heatsink, single ram module, graphics card, and the motherboard speaker.

pull everything other than cpu + heatsink, I get the 1 long + 2 short beeps (no ram), as expected. When I then install the single ram module in the recommended slot, I get no beeps, and the vga_led is solid red. Then if I add the gpu, I still get the vga_led light, and no beeps.

Pulled the cmos battery for a few minutes, and replaced it. Have not tried the cmos jumper/dip switch yet.

Tried multiple ram modules.

Un-plug PSU for a few minutes before trying again.

discharge motherboard by shorting power pins for 30 seconds, with PSU unplugged. And discharge PSU by powering it on while unplugged (these are both things I read online, not sure if they actually do anything but didn't seem like it would hurt)

Tried 2 different power outlets.

Tried both pcie slots for gpu, even though the manual says it should always be the first one for single gpu.

One interesting thing I noticed is that if I force power off after a failed post, and then power off the PSU, the green motherboard power light fades off as expected, but then sometimes it comes back on after about 10 seconds, lasting maybe 10 or 15 seconds before turning off again. It doesn't always happen, but usually once I've powered down and switched the PSU off, I can jiggle the gpu slightly and the light comes back on.

So I don't know what to check next. It seems like there might be some power issue/short with the gpu or the pcie slot. Should I put it on a box and wait 6 months to see if that fixes it again like last time? (I really don't want to, which is why I'm posting here)

Any ideas would be greatly appreciated.

Left it for a couple hours until plugged and tried again, still no luck.

I've removed it from the anti static bag as I read somewhere that they can possibly conduct electricity.

Did the cmos reset with the jumper.

Reseated cpu and heatsink. No bent pins.

Checked all pcie slots and back of motherboard for anything unusual or that looks like it might be shorting, nothing.

Still having the same issue. Stuck at red vga_led light with no beeps, with and without gpu. Only way I get beeps is to remove ram and gpu, then I get 1 long 2 short.
