Intel i5 4690k overheating

My cpu is overheating like crazy. Now first off I replaced the thermal paste and reinstalled cooler and I got 188 Fahrenheit max. So I removed it and saw its a little too much thermal paste so this time I out a dot of thermal paste and reinstalled the cooler. Now I get 210 Fahrenheit max. Now the cooler is a cooler master one. But idk model. It looks like a hyper 212 evo but with only 6 heat pipes and fans that are not see through. Now on the 2nd installation in trying to get the last plastic bits in I dropped my screwdriver on the mobo twice. But it seems to still work fine. Now I also have turned off turbo on my cpu. And added 3 fans 2 intake 1 exhaust. At this very moment typing I have a temp of 145 Fahrenheit.
My specs:
Intel i5 4690k
Cooler master idk cooler
Cooler master n200 case
Thermaltake 650 watt psu
Asus z97m plus mobo
Asus gtx 950 Strix 2gb version
Windows 10
2 sticks of 8gb Kingston hyper x ram
crucial 256gb ssd
Western Digital Caviar Black 1tb Hdd

Around 60c is fine. It would help to know what your ambient room temps are. That can have an impact on cooling, some people have an ambient room temp of 22c (around 72F) in an air conditioned environment, other folks live in warmer climates or without air conditioning and their ambient temps can be 32c or higher. If the room is 10 degrees hotter the cpu will generally be 8-10 degrees hotter as well.

An aio cooler is an option though inexpensive aio's (ie, corsair h55/h60) aren't much better than a decent air cooler. Rather than the 212 evo (unless that's all that's available) I'd opt for the cryorig h7. It cools a bit better, a little quieter and it has 0 ram conflict.

Use Celsius when giving various computer temperatures. 145 degrees Fahrenheit puts you around 62 Celsius, which isn't bad for your CPU but is high for just browsing. My suggestion would be to get a new cooler, as it sounds like yours is not functioning properly. Not really other options here

No problem with that, if you want to spend the money. It would of course yield very good temperatures. A new air cooler would also be sufficient, such as the Hyper 212 Evo as you mentioned.
