No power reaching peripherals

I've installed an Asus Prime B250M-A motherboard into an old case with a 450W power supply. I left in one optical and two hard drives. The PC was running well before under Windows 10, except for an occasional unexplained freeze (hence the refit).

I've added an Intel Pentium G4560 and the included fan (which is rather noisy) and attached the monitor, a mouse, and a keyboard that uses the USB power to light up its keys. Also a new stick of Corsair DDR4 memory (8GB).

When I turned the power on, the CPU and case fans spun, and the optical drive had power. However, neither hard drive started, nor did the keyboard light up. No signal was received by the monitor.

I've removed and reseated connections and tried without power to the hard drives, but still no action.

I've built a few systems in the past, but this is the first time I've had a problem like this.

What do you think is the most likely cause?

To what extent, if at all, does a CPU channel power to the USB ports, internal connectors, etc? It just seems strange that the optical drive is getting power but the hard drives aren't.

I put this to one side as I had other issues to attend to, but I had a go at eliminating likely causes today. I tried a brand new power supply and it made no difference. Next I pulled the CPU. The pins look okay to me, but I'm no expert. I could upload an image of the socket and the underside of the CPU, but I can't see how to attach them.

I'm trying to avoid pulling the CPU, as I don't have any thermal paste if I need to put it back. When I placed the CPU into the socket it was a millimetre off and I had to nudge it before it dropped into place. I didn't feel any resistance, but who knows.

The PSU is Antec TruePower 2.0. Came with the case.
