Controller won't turn on when connected to usb ports, windows (10) says usb ports are surged.

Ok, so I'm assuming this is a problem with the drivers themselves, but perhaps a problem with the motherboard too. I have tried different usb cables, PS4 controllers, and Xbox One controllers. None of them connect, and when I try to turn them on manually they turn on the console, so they definitely aren't connecting to the PC.

I have tried to uninstall the hub drivers, but that fixed nothing.

Okay, update: I've attempted to connect my phone to the same USB ports and.... it worked! So I can most definitely assume this is a driver problem now. I highly doubt it's a PSU or motherboard problem, I'll continue to work on this.
