Ryzen OC Problems

So some backstory first. I got my new components thursday.

-Ryzen 7 1700
-8GB Corsair 3000 MHz
-500 Watt be quiet! Power supply
-MSI B350 Tomahawk
-Palit GTX 970 4GB Jetstream. <--(had that before)

Everything worked fine and on Friday i overclocked my CPU to 3.675 GHz with a liitle bit over stock Core Voltage ( I don't remember correctly) and got my RAM to 2933 MHz. Tested it with Cinebench R15 and AIDA64 stress test. Everything still worked fine.

When i started my PC on Saturday somehow my CPU didn't go over 1.550 GHz so i got into the BIOS and increased my Voltage and then lowered it again. Everything worked again. ( Had a 3 Hour GTA V session with no complaints. )

Now on sunday i had the same problem as yesterday, but nothing worked. I changed Voltage and Clock speed in BIOS but it again didn't go over 1.550 GHz (default settings ran like they should) .
Then i put my Clock Speed to 3.675 GHz and 1.275 Volt. and hit F10 and my PC did not boot up anymore.
I was able to clear the CMOS and now the PC is running again at default settings.

Now im super scared to OC again and i don't know what could have caused this Problem. Did i do anything wrong? Is it a Hardware problem?

The latest BIOS update was installed.

Solution
Two things you can try: First, just reflash your BIOS with the same version and see if that resolves. Its possible its somehow partially corrupt. If that doesn't help, maybe try flashing with a different version, like the last version just behind the one you're on.

I'm really curious as well... I wonder if there is some setting that is causing the computer to lower it's clock speed when you boot... Seems like a funky problem... I look forward to hearing the answer...

There are others experiencing the same issue. As son as they touch the voltage in the bios, their CPU won't clock over 1.5. The issue is mentioned a few times in the thread below, check the last few pages. So far, there is no resolution.

So i decided to try it again yesterday and it worked really good. Again had 3675 and incresed the voltage just a little bit. My problem is now that every day (when the PC was shut down for a few hours) i can't get over 1550 MHz. Then i go into the BIOS and change my Voltage, change it back and it works. But ofc i don't want to do this every day. What is wrong here?
