"No Amd graphics card is installed" issue with a couple of R9 290x

Hi guys of Tom's Hardware,
I bought a second sapphire R9 290x for my pc, that already had one. My old graphic card never goy any problem. The day i received my new gpu i hadn't the power supply cable with me. So, for testing, i replace my old card with the new one and notice that, for avoide sistematic system crash when runnig games, i had to change the bios used by the gpu with the proper switch.

Yesterday i finally got the cable, so i plug in everything (old one bios switch left, new one right) and start the pc. My 3 monitor get the same input and i'm unable to extend by pressing Win+P. The amd driver, by open it, tells me what's in the title. In device manager, both card give me an Error Code 43.

Now when i unplug the new card the drivers gone crazy and is difficult to reach the old stable setup that i had: the system try to run, but freeze in the loading screen with that damn wheel spinning under the Win logo. I'm writing in safe mode now.

By myself i tried to:
- Change PCE-Express port to plug cards and the position of both bios switchers
(not working)
- Disable/Enable cards in device manager (resolve Error code 43)
- Disinstall all drivers manually and by using Amd cleanup utility (not working)
- Update windows (not working)

Online i found:
- Disable ULPS (i can't find any "Enable ULPS" value in my regedit)
- Disinstall drivers in safe mode and then reinstall in on normal mode (not working)
- Disinstall and reinstall both gpu in device manager (not working)
- Unplug the power supply and hold the power botton for over a minute to release
excess electricity (not working)
- Do "RestoreHealth" and "Sfc/scannow" in command prompt (not working)
- Pray the mighty gods (quite working)

After all of this the error code 43 is gone, but the drivers still not want to work.
I'm start to thinking that my power supply isn't power enough.

Here my setup, running on Win10 64bit system:
- CPU: Amd FX-8350
- Mobo: Amd V Formula
- Ram: Corsair Vengeance 2x8gb 1866mhz
- GPU: 2xSapphire R9 290x 4gb DDR5
- Audio Card: Creative Sound Blaster Zx
- Hard Drive: SSD Corsaire Force 2.5", 2xHDD 3,5", HDD 2,5"
- Cooling system: Cooler Master V8, 4x120mm Fans attached at to Fan Controller,
3x140 Fans attached to the mobo

Can anyone help me? Is there a solution or is possible that the problem is the power supply too low?

Are you talking about the UEFI or older version BIOS switch or something else that you had to set? They both should be set to the same thing if everything is working properly.

You did not give any information about your power supply, so no way to know if it's good enough to run both cards. They do work OK one at a time though right?
