4K 60HZ Display problem!

I have a Intel HD graphics card and have just got a 49" 4k tv...cant seem to get any of the resolutions to display in 60hz via HDMI...Tried the solutions on YouTube and Google to fix this but to no avail...the PC is a Packard Bell imedia s2984... do I need a better graphics card?

Not exactly true there if you want to game at 4K native you would need at bare minimum a GTX 1070 but he is not talking about gaming, he is talking about general computer use.

So let's start here. You don't actually have a graphics card at least not a discreet graphics card that you can just change out. What you have is what's called integrated graphics which is supplied by your CPU. It's vastly inferior to a discreet GPU.

So your number one reason why you can't get it to display on a 4K TV is the you only have hdmi 1.4 it would need atleast 2.0 the only way to get that is to install a new motherboard or you could get a discreet GPU and install it but then you run into another problem. Your power supply is only 65 watts and that just not going to be enough to power a GPU and your system so you would then need to upgrade that aswell.

So here is my question for you what do you want to be able to do gaming, work station, web surfing?

For gaming and or using it as a work station your going to run jnto another issue all together and that's the CPU bottle necking just about everything.

Here is a list of parts. That will work for a decent 4K build and you can reuse some of your old parts I threw in a case to that has better airflow aswell.
