I have a Asrock Mobo with an Intel i3-3220.

I just upgraded (?) from a Nvidia GTX 660 Ti to a Radeon RX 460 and the system won't even POST.

I wonder if it is something to do with the PCIe slot. I checked before I bought and it says (on the mobo page) "1 x PCIe 3.0 x16 Slot" - sounds good.

But when you scroll down it says... "PCIe Gen3 is supported on 3rd Generation of Intel® Core™ i5 and Core™ i7 CPUs"

So, since I have an i3 do I effectively not have a PCIe 3 slot?

OK

I realise now when I said "won't boot", I should have said, won't POST i.e. I can't get to BIOS.

not a great deal of difference but you will only have PCIe 2 but when you get to the point were you need a new CPU then it will be very good as for the GPU not working the only thing I can think off is to put the old 660ti in then
Download the latest drivers for your GPU place them on your desktop get Display Driver Uninstaller from here
http://www.guru3d.com/files-details/display-driver-uninstaller-download.html
remove everything after that install new gpu restart it will probably be 640x480 not great instal your new AMD GPU drivers and hopefully should fix your problem
