Do I have to clean and reapply thermal paste on pre-used cpu and heatsink?

I'm replacing my stock AMD wraith cooler with a liquid cooler that I've used before, and therefore has used thermal paste on it. Should I clean and replace the thermal paste on the cooler and/or clean the paste on the cpu before applying?
 
Solution
You should only apply a rice grain sized amount of thermal paste in the center. After applying the thermal paste, you put the heat sink onto the CPU without needing to manually spread the thermal paste as the pressure will distribute the paste evenly. It's probably freezing up because of heat issues so make sure that all push-pins/screws that gold the heat sink in place are secure.
