Windows 10 is hardware reserving half my ram, help

Windows seems to reserve half of any ram i throw in the build, and I cannot get any kit to run above 2133mhz, even though I had the Corsair LED ram running at the 2997mhz DOCP for about 2 months.
So after many long hours pouring over google and trying to troubleshoot it myself, but I can't figure out the problem. I've now performed a clean windows install twice now, tried a registy edit, tried unchecking maximum memory in msconfig, tried adjusting ram timings and voltages, tried reseating and checking a different ram kit altogether, and all across all bios build numbers, but all to no avail. Both kits I tested where also on the QVL.
No matter what I can't seem to get the ram to run at the docp 2997mhz anymore, or get access to more than half of any ram i install on the mobo.

Windows 10 64 bit Home Edition
Ryzen 1700 at stock settings on a captain deepcool 360ex
16 GB DDR4 3000mhz Corsair Vengeance LED RAM (model CMU16GX4M2C3000C15)
other kit i tried out was model cmk16gx4m2a2400c16
mobo: Asus Prime x370-PRO
Boot drive: Samsung 960 EVO 250gb

Yes, I had seen this on previous closed threads and elsewhere online, and sadly it has not helped me.

I don't know then. I was having a similar issue and that was what was happening with me. Just to rule out a slot malfunction, have you tried moving your RAM to the other two slots? Try slots 1 and 3 and see if it does any different.

Yes, I even have a spare kit of ram that also checks out on the qvl that i took and double checked all configurations for the mobo slots, but it still leave me with only half my available ram on windows.
