I was playing arma 3 on my new build awhile ago and smelt burning and shut everything off immediately, ever since then I get my mobo leds to turn on and the fans to rev for a split second and then they all die and it keeps doing it, trying to figure out what's gone to shit so I know what to fix thanks

Mobo ASUS z170i pro gaming
Cpu I5-6600k
Mem 2x4 balistix ddr4
Psu Corsair cx600

It's an idea I had, yes; the system won't do anything useful without the CPU (no display, etc) but to see whether the fans behave normally. Nothing short of testing the CPU in a different board would verify it for certain though. On that note, you might look for a repair place willing to let you test that chip.
Well the top suspects here would be the PSU, Motherboard, or GPU. If the PSU burnt out, it could have taken out other parts or they may be fine (only way to be sure of that is to test).

As a preliminary, you might visually inspect the system carefully to look for burn marks.

Psu and gpu are out of the equation I have an extra mobo and processor I can test on and it boots up fine with that setup, but just can't narrow it down to the mobo or CPu, dude at geek squad said it was mobo

Couldn't find any marks on the board looked on the bottom of it and the top side, the processor looks to be in good shape no burns or anything there that's why I'm thinking mobo just overheated and pooped

Burning smell is a part shorting.

"...I get my mobo leds to turn on and the fans to rev for a split second and then they all die " is the PSU shutting down on overcurrent protect or something related to the short.

Pull all wires from MB except for CPU fan and PSU. Remove video card and memory. Disconnect all power leads from PSU except the two cables to the MB. Power up. It should work and beep "no memory".

If above is good (beeping no memory) add parts back in until you get the "mobo leds to turn on and the fans to rev for a split second and then they all die ". then suspect the last part you added back in. Could be video. Could be memory, Could be hard drive, etc.

Went ahead and filed for a RMA, but also just did what you said and got my CPU fan on steady but my gpu fan is flickering on and off and I'm getting no picture from either gpu or on board graphics

And when ever I plug this in http://imgur.com/a/eBa51 my fans just decide to die and not work at all https://youtu.be/hdYsTyYNvbA looks like a spark or a red light flashing to the right of the fan

That's the CPU power cable. The short might be in the power circuits feeding the CPU. Why not remove the CPU and see if the same result happens. With the CPU physically removed you'd expect the same result as with that cable out on a healthy board (since running without that cable in means the CPU isn't running).

Well it's still a good possibility but the test suggested could provide evidence either way. It'd be unusual for the CPU to just pop like that, though at high load those voltage regulators have a lot of current going through them.
