Cpu fan not spinning

I woke up today and I turned on my computer it powered on and afther a few minutes it's turns off I try again and same result. I open the case and see my Cpu fan full of dust I cleaned most of the with a tooth brush and a bounty afther I do that my cpu fan starts to twitch every 2 to 5 seconds. Do you think I should buy a new fan or just buy a compressed air tank .
 
Solution
If the cpu fan is full of dust the heatsink is too. I would suggest taking the cpu and heatsink off and cleaning it that way. Or you could just get another fan. Remember to use thermal grease on the cpu when you reinstall, if you take it apart though. And of course clean the old thermal grease off both the cpu and heatsink before you apply it using isopropyl alcohol.
