You can OC the 1600 with the stock cooler. Won't be any record setting OC by any means, but it's capable.
The Shadow Rock 2 will work also - just make sure you get an AM4 bracket for it. Newly manufactured units may ship with one now, but if it's an older stocked item.... you have to order from be quiet!

I was thinking of this for the rest of the build? Someone else has said I dont need a cooler though and the spire will be good enough. Ive never overclocked anything before so just trying to gather some info and opinions before I settle on final purchases. Thanks for your reply

The spire will do ok, the SR2 a bit bertter. The NH-L12 likely doing about the same as the SR2.
Build looks solid enough..... but what is that GT710 doing in there? Unless that's just a placeholder and you already have it, even at 30GBP it's a waste of money.
Your DDR4 is a little slow, with Ryzen benefitting from faster...
