Random FPS drops?

So I noticed I was getting low frames in a game (in this case Overwatch) that I never usually get low frames in. So I watched MSI afterburner and noticed my GPU usage was maxed out in the hero selection menu but then went down during the match. Usually usage was at 50-60%, but sometimes dropped down into 30-40%. it was very inconsistent. I tried uninstalling and reinstalling drivers, but nothing. What is causing this issue? I would say bottleneck but this game ran perfectly fine before and all of a sudden it does this?

- GPU or CPU could potentially be overheating - you'd need to monitor temps and % load of the components. Clean the case and heat sinks / fans etc.
- Could be background processes hogging hardware resource
- Could be virus / malware using hardware resource
- Out of date / conflciting drivers
- NVIDIA Control Panel could be capping the performance of your GPU for power management

I scanned with Malwarebytes but nothing, already uninstalled drivers and reinstalled them, closed as many background processes as I can, cleaned heat sinks, and temps are fine. CPU temps in-game are 53 Celsius and GPU temps are 70-65 Celsius in-game.
How could I check if it's capping my performance?

Have you checked CPU and GPU power saving settings in the relevant manufacturers control panel or BIOS?

GPU power was on optimal power I changed it to max performance, but as for CPU, how could I go about setting maximum performance power for my CPU?

Firstly I would just test as your PC is, as you said it was your GPU is maxing out, so no further changes needed if that has settled your GPU problem.

If you still want to, it depends on your motherboard manufacturer, but you'd usually find various power saving features under 'Advanced Tools' or 'Advanced Bios Settings' in your BIOS.

Well I'm playing Overwatch now and seemed the fix was setting the performance to just maximum

Exactly, don't fix what isn't broken sir! Glad it seems to have fixed the problem now. Just let me know if it returns. But yeah, power settings are often overlooked :)!
