So basically I was playing borderlands 2 and my friend said I could get more frames because I have an 8gb video card while he has a 4gb. That got me thinking that does and 8gb video card allow more frames to be put out? or is it the clock speed that allows higher frames. Mechanically it would make sense that 8gb would allow more frames because it could load more. Anyone got any ideas?

If the game does not require more than 4 GB of VRAM at whatever resolution/settings you're playing at, then 8 vs 4 GB makes no difference in performance. If the game does require more than 4 GB, you'd typically see lower framerates and stuttering with a 4 GB card.
Higher clockspeed will pretty much always result in a higher framerate, although not necessarily significant or proportional to the clockspeed difference.

The VRAM is not to sole determining factor.
Architecture, clocks etc are more relevant.
The additional VRAM buffer will help in some titles, or in higher resolutions but I can't even think of a single GPU where the sole difference is in VRAM.
For example, comparing a 4GB 1050 TI and an 8GB 1070........ while yes, VRAM is a difference, but it's not *THE* difference of note between the cards.
