Low FPS during gaming

Hi guys,
Not sure how to start as there is a lot to say.

First specs:

PSU-Corsair RM850x
CPU- i5 6600k overclocked by mobo to 4.3
GPU- Asus Strix GTX 1060 OC 6GB
MOBO- Asus z170 pro gaming/aura
RAM-2 x DDR4 8GB Hyper x 2666
SSD Samsung Evo 850 250GB for system
SSD Samsung Pro 850 1TB for games
HDD HSGT 750GB 7200rpm for data
CPU cooler CM 212X

CPU temps never above around 45c when gaming 55c when CPU burn.
GPU temps also never above 55c when gaming 65c when FurMark stress test.
Drives around 30c

Now if you need to know anything else about my system please let me know.
Now to the point.
I think that with this setup I'm not getting enough FPS while gaming.
Examples for 1080p:

Far Cry Primal average 40FPS on Ultra (sometimes drops to 39)
GTA 5 Average 45 FPS on ultra
Andromeda Mass Effect Average 45 FPS on ultra
On Asus FurMark ROG Edition I'm getting around 73 FPS when running benchmark so I think something is wrong with my games lol.

So what I was thinking is that I messed up because:

That's my new PC.
And I haven't done any clean install to games or windows I just got everything mirrored from my old PC.
Games where on Seagate Barracuda 1 TB but it was on click of death/
And my system was cloned 3 times but it was on 850 Pro 1TB.
Would you think that clean install of everything will help?
So a complete format of every hard drive will do?
Also next week I'll be upgrading to i7 7700k, won't be overclocking as I would like to stay with my CM 212X since it seems to be capable of keeping it cool enough if not overclocked.
Please help me guys as I feel kind of desperation.

Solution
You need a clean install. Doesnt matter if you format your HD's. A Clean install on your SSD and download new video card drivers.

Will I have to reinstall all the games?
The games are all running on my SSD, but as told previously I mirrored my almost dead HDD.

now they aren't from steam and the worst nightmare is GTA 5 as it's on DVD's and my new case has no DVD player.
anyway, will do a clean install to everything as soon as I have the i7 7700k.
So all the drivers are new.

So I have one last question, what happens if ill do a clean install but the problem persists?
 
If it still persists after a clean install you have hardware issues. I would start looking for bios updates and reseating the video card by pulling it out and putting it back in. Reset the bios and test without overclock to rule out any issue with that. Then test SSD health using samsung's magican.

So I just finished, I did a clean install and formatted all drives.
Now its flyyyyiiiing.
Far Cry Primal average FPS 85 on ultra.

And to whoever it may concern DO NOT EVER EVER MIRROR your gaming drive.
AND DO NOT EVER EVER MIRROR your system in case you are changing your PC.
