Target fan speed is the speed fan starts to spin once your CPU reaches your target temp. 55°C isn't too hot for CPU and you can set your fan level speed 5 (50% of full power).
If you were to set the CPU target temp to 70°C or so then i'd set the fan level speed to 10 (100%).

In your MoBo manual, page 62, it's described how you can change the chassis fan speed settings in your UEFI,
link: ftp://europe.asrock.com/Manual/970M%20Pro3.pdf

Bu default, the "CPU fan 1 speed" is set to "Full On", meaning your connected fan will run 100% all the time. Just change that value to "Automatic mode", so that your fan revs up only when your system is getting hot. This helps to quiet your fan down quite a bit.

Another option is to use Asrock Extreme Tuning Utility as suggested above. Your MoBo manual also covers the fan control options in Asrock Extreme Tuning Utility. Look for page 27 and "Fan Control" chapter.

OK, so I downloaded Asrock Extreme Tuning Utility, and have been playing around with it a bit. There's settings for "Chasis fan 1", "target CPU temperature", and target fan speed, which goes up to level 10. I got the target temp set at 55 degrees Celsius, but not sure what to set the fan at. What do you suggest?
