I'm getting both at the same price, just need to know which one has better quality. Thanks.
My PC specifications:
i3-6098p
GTX 750 Ti 2 GB
8GB DDR4 RAM Hynix
Currently using a Zebronics 450W PSU, and it hasn't been working well.

Firstly, if you know your current PSU is not working well, STOP using it now. It could wreck the other components if it really goes wrong. YOu are getting warning signs! Heed them!

You could do much better than the two PSU's you have mentioned in your post. Have a look at the Corsair RM***X series, or depending on where you live, have a look at the Seasonic S12II. Both very good quality PSU's, and for the same wattage you have now, should not break the bank.

Hope this helps.

The RM***X series are almost twice as costly here. I'm left with those 2 options only and I'm getting them for as low as $30. Can you tell which one is the better one? Corsair CX-430 or Cooler Master RS-400-PSAR-J3?

Ok, well i did wonder weather you would find it in your budget. The CX430 is not a cheap PSU - as such, its just not a great one. It will still do the job though, and do it much better than the one you have now! Personally i would - if i had no choice, go with the Corsair. Don't bother with the Coolermaster PSU.
